Most children with disability will benefit from an inclusive education. An inclusive education will enable children with disabilities to integrate into society easier. However, most mainstream schools and colleges are ill equipped to deal with children with disabilities, either due to the lack of training and awareness on the part of the teachers, lack of proper teaching aids, lack of specialist teachers and/or the lack of accessibility of the schools. Some children with some types of disabilities will require education in special schools. Even such special schools are not adequately imparting education to children with disabilities. The state government should strive to ensure universal enrolment, retention and completion of elementary and secondary education by all children with disabilities and special needs. The following are the recommendations of the Working Group with respect to education for persons with disabilities.
