Seminar, Symposium, Workshop:
KSCSTE offers financial grant to Institutions/Professional bodies/organizations for the conduct of Seminar, Symposium and Workshop coming under the purview of Science & Technology.

Eligibility & Guidelines:
1. The application for financial assistance in the prescribed format should be submitted in triplicate to the Director, KSCSTE, Sasthra Bhavan, Pattom, Trivandrum – 695 004.
2. The application should reach the KSCSTE Office normally 60 days in advance of the programme, to enable the office to scrutinize the proposal.
3. The details of the sessions, expected number of participants, list of experts presenting papers, number of outstation delegates and a write up on the significance of the programme for the State/Nation/academic advancement shall accompany all applications.
4. The financial estimates should be item-war as far as possible, showing rates, quantity and total on each item.
5. For all sponsored programmes, a representative of the Council shall be nominated to the organizing committee. Organisers should ensure that due acknowledgment to KSCSTE is provided in all brochures, invitations, proceedings and publicity materials brought out in connection with the programme.
6. For all such programmes, invitations to general sessions, opening/closing functions etc., shall be sent to KSCSTE.
Rules:
These rules may be called the ‘Rules for grant of financial assistance to Seminars, Symposia, Workshops, Training Programmes of scientific, technological and environmental importance, conducted in the State’.
1. Financial assistance under these rules may be granted to professional bodies/groups/organizations for holding Seminars/Symposia/ Workshops/Training programmes of scientific, technological and environmental importance.
2. Financial assistance may be limited to specific items of expenditure or to cover a part of the expenditure on the whole function.
3. The quantum of assistance with the ceiling is as given below.

3.1 Seminars/Symposia/Workshops/Training programmes etc., conceived, planned and organized by other professional bodies/organizations, and funded by Council either alone or jointly with other organizations.
3.2. Seminars/Symposia/Workshop/Training programmes etc. conceived and planned by the Council and organized through Universities, R & D Centres under the Council umbrella and such other institutions, with or without the collaboration of Central or State Departments like DST, DOE etc. For such programmes, there will be no ceiling. The amount will be based on actuals.
4. Subject to availability of funds, proposal for financial assistance will be screened and approved by the duly constituted committee which will subsequently be sanctioned by the Council.
5. Change of venue and/or dates shall be reported to the Director, KSCSTE promptly.
6. Financial assistance will be released to the Head of the Institution, only after the successful conduct of the Programme and subject to the submission of satisfactory financial statements along with conference papers, proceedings, souvenirs, list of participants etc., (3 copies).
7. Three copies of the financial Statements (Utilisation certificate and Statement of Expenditure in the prescribed format) and detailed report along with specific recommendations on the Programme shall be furnished to the Director, KSCSTE, within two months from the date of the programme. The accounts should be audited by a Chartered Accountant.
8. The Council reserves the right to order verification/audit of accounts by any Officer authorized by it and is open to audit by Accountant General. The Accounts shall be kept safely for a minimum period of three years.
9. The Council reserves the right to further restrict/deny payment for any programme, if the conditions laid down are not adhered to.
10. The recipient organization shall comply, with such other conditions as may be suggested in the ‘guidelines’ issued in this regard from time to time.
