Patent Information Centre (PIC)

Intellectual Property Rights (IPR) play a key role in gaining an advantageous position in the competitive technological game for economic growth. India enjoys a large asset of R&D personnel and infrastructural facilities. Scientists and policy makers need more information, orientation and facilities for protecting the products of their intellectual powers. The Department of Science and Technology (DST), Government of India had set up Patent Facilitation Centre (PFC) at Technology Information Forecasting and Assessment Council (TIFAC) and as a State level extension, Patent Information Centres were setup at State Capitals.

The Patent Information Centre (PIC) - Kerala, established at Kerala State Council for Science Technology and Environment (KSCSTE) has been functioning as a satellite centre of TIFAC, DST, Govt. of India, since 26th May 2003.

The major objectives of PIC- Kerala are;

  • To generate massive awareness on the significance of Intellectual Property Rights (IPR) throughout the State.
  • To facilitate the filing of all forms of IPR generated from the State.
  • To provide Advisory services on IPR related matters
  • To increase the Intellectual Property output of the State.

I. Technical and Legal support to individual inventors/ Institutions/ Departments/ Startups, etc., for filing all forms of IPR.

PIC provides technical and legal support for filing all types of intellectual property, including patents, trademarks, copyrights, designs, geographical Indications. Protection of plant varieties, IC layout designs, etc. KSCSTE has empanelled four Intellectual Property (IP) Firms to assist the stakeholders in drafting and filing their intellectual property rights applications at subsidized professional rates. II. In-House Patent and Trademark Search (Free of Cost)

Before proceeding with the filing of application for Patent and Trademark, it is crucial to assess the patentability of the invention or the availability of a trademark. PIC offers free in-house prior art search service for providing relevant documents related to your invention to assess its novelty and generates trademark search report (free of cost) to ascertain the availability of the trademark for registration.

III. Technical and Financial assistance for organizing Seminars/ Workshops/ Conferences/ Training Programmes on IPR.

PIC-Kerala provides technical and financial assistance to the Government Organizations/ Departments/ Universities/ R&D Institutions / Educational Institutions and well established Non-Governmental Organizations/ Professional Bodies, for organizing Seminars/ Workshops/ Conferences/ Training Programmes on Intellectual Property Rights (IPR). The objectives of such programmes are to create awareness on the various aspects of IPR especially Patents, Copyrights, Trademarks, Designs, Geographical Indications etc., among the Scientists, Researchers, Students, Faculty, Industrialists, Entrepreneurs, Grass root Innovators and General Public. The maximum financial assistance provided for organizing a one-day programme is Rs. 50,000/- and for a two-day Programme is Rs.75,000/-.

 How to apply?

Proposals for financial/technical assistance for conducting IPR awareness programmes will be invited through notification in the website. Proposals can be submitted online only during the active period of call for proposals.

IV. Technical, Legal and Financial support to grass root innovators for filing patents

PIC provides technical, legal and financial support to financially backward grass root innovators for filing their patents, as per the IPR Policy of KSCSTE.

V. Technical Support for establishing IPR Cells in Institutions

PIC provides technical support for establishing Institutional level IPR Cells. Proposals under the scheme will be invited through Notification and eligible Institutions/ Organizations can apply online during the active period of Notification.
