Introduction

Environmental Information Awareness Capacity Building and Livelihood Programme (EIACP) uses a network of decentralized framework endowed with the agenda of integrating country-wide efforts towards environmental conservation and management. It encompasses the best functional aspects of the erstwhile ENVIS Scheme. It will serve as a one stop platform for dissemination of environmental information, informed policy formulation on various facets of environment and facilitation of alternate livelihoods through green skilling. It involves a recalibrated approach towards charting out a pathway for MoEF&CC to establish the quintessential social connect in order to enhance impact on the ground level. The Kerala EIACP deals with state of the environment aspects of Kerala State and is functioning at Kerala State Council for Science, Technology and Environment (KSCSTE).

Aims and Objective

  • To nurture green, sustainable and inclusive workforce in order to enhance both living and environment standards while fostering gainful and self-employment of youth.
  • To conduct skilling courses not only in traditional areas but also in new emerging areas like electric vehicles, hazardous waste/ Bio-medical waste etc. considering their future scope, requirements and prospects.
  • To be involved in the Mission LiFE (Lifestyle for Environment) being conceptualized by the Ministry.
  • To facilitate technical and environmentally conscious industrial participation focused on sustainable development.
  • To develop national and international collaboration for knowledge exchange and skilling and facilitating attainment of the SDGs.
  • To aid sustainable livelihoods of tribal population especially in NER based on traditional knowledge and crafts.
  • To facilitate informed decisions and policy making by catering to demand for research, innovation and data on emerging issues related to environment.
  • To facilitate transition to environmentally conscious futuristic citizens including awareness among public/communities on environment related issues.

Introduction
Intellectual Property Rights (IPR) play a key role in gaining an advantageous position in the competitive technological game for economic growth. India enjoys a large asset of R&D personnel and infrastructural facilities. Scientists and policy makers need more information, orientation and facilities for protecting the products of their intellectual powers. The Department of Science and Technology (DST), Government of India had set up Patent Facilitation Centre (PFC) at Technology Information Forecasting and Assessment Council (TIFAC) and as a State level extension, Patent Information Centres were setup at State Capitals.

The Patent Information Centre (PIC) – Kerala, established at Kerala State Council for Science Technology and Environment (KSCSTE) has been functioning as a satellite centre of TIFAC, DST, Govt. of India, since 26th May 2003.

The major objectives of PIC- Kerala are;

  • To generate massive awareness on the significance of IPR among Scientists, Researchers, Students, Faculty, Professionals, Entrepreneurs, grass root innovators, etc, throughout the State.
  • To facilitate the filing of all forms of IPR, generated from the State.
  • To provide Advisory services on IPR related matters
  • To increase the Intellectual Property output of the State.

Schemes and Services

I. Technical and Legal support to individual inventors/ Institutions/ Departments/ Startups, etc., for filing all forms of IPR.

PIC provides technical and legal support for filing all types of intellectual property, including patents, trademarks, copyrights, designs, geographical Indications. Protection of plant varieties, IC layout designs, etc. KSCSTE has empanelled four Intellectual Property (IP) Firms to assist the stakeholders in drafting, filing their intellectual property rights applications at subsidized professional rates. This initiative ensures that individuals and organizations can access professional services at affordable costs, facilitating smoother and more efficient IP filing processes. II. In-House Patent and Trademark Search (Free of Cost)

Before proceeding with the filing of application for Patent and Trademark, it is crucial to assess the patentability of the invention or the availability of a trademark. PIC offers free in-house prior art search service for providing relevant documents related to your invention to assess its novelty and generates trademark search report (free of cost) to ascertain the availability of the trademark for registration.

III. Technical and Financial assistance for organizing Seminars/ Workshops/ Conferences/ Training Programmes on IPR.

PIC-Kerala provides technical and financial assistance to the Government Organizations/ Departments/ Universities/ R&D Institutions / Educational Institutions and well established Non-Governmental Organizations/ Professional Bodies, for organizing Seminars/ Workshops/ Conferences/ Training Programmes on Intellectual Property Rights (IPR). The objectives of such programmes are to create awareness on the various aspects of IPR especially Patents, Copyrights, Trademarks, Designs, Geographical Indications etc., among the Scientists, Researchers, Students, Faculty, Industrialists, Entrepreneurs, Grass root Innovators and General Public. The maximum financial assistance provided for organizing a one-day programme is Rs. 50,000/- and for a two-day Programme is Rs.75,000/-.

 How to apply?

Proposals for financial/technical assistance for conducting IPR awareness programmes will be invited through notification in the website. Proposals can be submitted online only during the active period of call for proposals.

VI. Technical, Legal and Financial support to grass root innovators for filing patents

PIC provides technical, legal and financial support to financially backward grass root innovators for filing their patents, as per the IPR Policy of KSCSTE.

V. Technical Support for establishing IPR Cells in Institutions

PIC provides technical support for establishing Institutional level IPR Cells. Proposals under the scheme will be invited through Notification and eligible Institutions/ Organizations can apply online during the active period of Notification.

INTRODUCTION
Ministry of Environment, Forest & Climate Change (MoEF&CC) formulated the programme National Green Corps (NGC) in 2001-2002, for promoting Eco-club formation and activities in schools across the country. In the year 2022-23, National Green Corps programme is revamped to Environment Education Programme (EEP), a component of the revamped Central Sector scheme ‘Environment Education, Awareness, Research and Skill Development (EEARSD)’. Kerala State Council for Science, Technology and Environment is the Nodal agency of the programme in the State.

This programme intends to leverage on the key sectoral strength of Eco-clubs already formed under National Green Corps programme, other such clubs formed under various programmes/ schemes of the Government. The objective of the Programme is to sensitize children/ youth, on issues related to environment and to motivate them to adopt sustainable lifestyle, through varied pedagogical initiatives like workshops, projects, exhibitions, campaigns,  Competitions, Nature camps, summer vacation programmes, etc. About 4500 schools in the State are actively participating in the programme through the Ecoclub groups created in schools.

FEATURES

Activities under EEP

  • Sustainable life style Workshop for teachers & students: Sustainable life style workshops are organised for teachers and students of ecoclub schools under EEP Programme. The trainings are organised as one day programme for teachers and students at educational district level with the cooperation of District Implementation and Monitoring Committee of National Green Corps.
  • Nature Camps: The programme aims to conduct field visits for NGC students in different protected areas/National parks/wildlife sanctuaries for 2-3 days to create awareness among school students on Environment and Nature. It  providesthe  studentsan  opportunityto  learnabout  naturalresources,  ecosystemservices  and  the importance of the area by involving them in activities such as: Know your Environment,  by preparing small checklist of flora and fauna seen/spotted by them in the nature trail, Bird watching, Trekking, Green Pledges, Group Discussion involving record/sharing of experiences and other nature based activities.
  • Thematic campaigns & competitions:
    District and State level thematic competitions are organised every year for the Ecoclub students. Competitions such as Quiz, Painting, Essay writing, Debate etc. in connection with the Observation of Environmentally important days will be done. Under Thematic campaigns funds are released to the schools for organising Beach/ River/ Pond/ Public place cleaning campaigns, Street plays etc.
  • EEP School Projects:
    As part of EEP programme funds are released from EEP for carrying out environment related projects in schools. The funds may be given to schools as student project to a group of students and a mentor for doing projects on environment related activities.
    The funds can be utilized for doing projects on environment such as Setting up of Biodiversity, Medicinal, Butterfly, Vegetable gardens, Miawaki forests, Bamboosetum, Waste composting measures in schools, Adopting measures for Plastic free campus, Adoption of natural bodies/places for protection, Hands on training for students on LED bulb making workshop, Mushroom cultivation.
  • Hands on training for students @ R&D centers :
    KSCSTE–EEP Kerala organise hands on training for Ecoclub students at R&D Institutions  such as KFRI, STIC, CWRDM, JNTBGRI, MBGIPS & MSSRF on Tissue culture, Waste Management Techniques, Plantation Methods, Mushroom Cultivation, Water Quality Analysis, Traditional Knowledge transfer etc

 ELIGIBILITY

All registered schools in the State under State Government, CBSE and ICSC are eligible to form eco-clubs in the schools. The schools have to register in the EEP Portal maintained by the Ministry of Environment, Forest & Climate Change (https://eepmoefcc.nic.in/)

The Eco-club in school will be headed by the Principal or their nominee. The structure should include the Eco-club Coordinator and Eco-club Monitor in each class. About 50-100 students can become the members of each eco-clubs.

The National Children’s Science Congress (NCSC) is a program that aims to cultivate scientific curiosity among children across the country. The program encourages the use of scientific methods to explore and comprehend everyday problems related to their immediate surroundings. It is an inclusive program that welcomes children from all backgrounds, whether they are in or out of school, and regardless of their geographic, language, and cultural backgrounds. Children with disabilities are also welcomed. Through hands-on experience and the scientific method, the NCSC inspires children to explore, innovate, and discover scientific concepts. The Kerala State Council for Science, Technology, and Environment (KSCSTE) serves as the State Nodal agency for implementing the Children’s Science Congress program, which involves schools from diverse socio-economic backgrounds across the State.

  • Programme to spread the concept of science among children through their project activities.
  • Adopting the principle “Learning through doing”, Encourage children to observe, explore, experiment and wonder through the project activity.

Eligibility

  • NCSC is usually a group activity of two children of same age group.
  • The children within the age group of 10 to 17 years are eligible to participate. The children of 10 to 14 years are considered as junior group and 14+ to 17 years as senior group as on the 31st December of the calendar year of participation.
  • A group of children with two can do the project study under a teacher guide.
  • (It is not mandatory that the guide must be a school teacher; rather any person with a fair knowledge about science and have the aptitude dealing with children can guide the CSC Project.
  • Children under CWD group will have no restrictions of age group. Usually sixth to ninth standard children will come under junior group and tenth to twelfth standard children under senior group, irrespective of their ages.

The Department of Biotechnology, Government of India, has sanctioned the DBT Skill Vigyan State Partnership Programme in Biotechnology and Life Sciences, which will be executed in Kerala through the Kerala Biotechnology Commission (KBC), Kerala State Council for Science, Technology and Environment (KSCSTE). KBC, KSCSTE is collaborating with 15 state academic and research institutions to provide student training, technician training, and faculty training programmes. The three-month student and technician training programmes offer a monthly stipend and certification from the Sector Skill Councils under the Govt of India. The faculty training programmes offer 14-day hands-on training in cutting-edge areas of biotechnology.

Student Training and Technician Training Programmes

The Department of Biotechnology, Government of India, has sanctioned the DBT Skill Vigyan State Partnership Programme in Biotechnology and Life Sciences, which will be executed in Kerala through the Kerala Biotechnology Commission (KBC), Kerala State Council for Science, Technology and Environment (KSCSTE). KBC, KSCSTE is collaborating with 15 state academic and research institutions to provide student training, technician training, and faculty training programmes.

The student and technician training programmes offer a three-month, hands-on, stipendiary training experience to individuals at the entry level, including plus two students, graduates, and postgraduates, specializing in various biotechnology fields. These programmes have been developed in collaboration with four prominent Sector Skill Councils under the Government of India’s purview: the Life Science Sector Skill Development Council (LSSSDC), Agriculture Skill Council of India (ASCI), Food Industry Capacity and Skill Initiative (FICSI), and Healthcare Sector Skill Council (HSSC). The curriculum for these programs is in alignment with the Qualification Packages (QPs) established by the Sector Skill Councils, which are tailored to meet industry requirements.

The Kerala State Council for Science, Technology, and Environment (KSCSTE) has established a Scheduled Caste (SC) and Scheduled Tribe (ST) cell with the financial support of the Department of Science and Technology, Government of India (No. DST/SCSP/SCCELL/2020/7 (G) date 23rd March 2021). The Cell officially started functioning from the 1st November 2021, with an aim to provide Science and Technology (S&T) based solutions for capacity building of both institutional and human capacities for the sustainable development of SC and ST communities.

Objectives.

  • To assess the Livelihood System for sustainable livelihood planning through science, know-how, and practices.
  • To capture traditional indigenous knowledge and upgrade the skills, building on local innovation and local knowledge systems.
  • Establishment of a database of promising technologies that can be taken up for widespread adaptation.
  • Mapping of the above data and resources on a Spatial Domain.
  • To act as a Coordination Cell to promote the adaptation of appropriate and relevant technologies for the socio-economic development of the target population.
  • Promotion, replication, and scaling up of successful technologies leading to socio-economic empowerment and capacity building.
  • Development of programs and projects for strengthening human capacities, Institutional capacities, and technology deployment.

Approach

  • The SC & ST Cell follows a participatory, bottom-up approach by engaging directly with communities to identify livelihood needs, capture local innovations, and combine them with scientific and technological interventions. This synergy will help shape effective strategies and guide policy initiatives aimed at the holistic development of SC/ST communities in Kerala.

National Science Day is observed to mark the novel discovery of Raman Effect by the great Indian Physicist Sir C. V. Raman on 28th February, 1928. The basic objective of observation of National Science Day is to spread the message of importance of science and its application among the people. KSCSTE is co-ordinating the State level activities in connection with the observance of National Science Day.

Procedure

  • Proposals in the prescribed format are generally invited in the month of December every year through advertisement in KSCSTE website and dailies
  • Applications are invited from Govt., Govt. aided institutions (Colleges, University departments and R&D institutions) to conduct NSD 2025 celebrations.

Feature

  • The programs will be organized based on a theme announced by Department of Science and Technology, Govt. of India every year.
  • The support is for organizing programs to create awareness among the students, academia, general public, etc. on the importance of Science Day
  • The financial assistance will be released only after the successful conduct of the programme, subject to the submission of satisfactory report and audited financial statements.

Eligibility

  • Applicant must hold a regular position in colleges (including professional colleges), industrial training institutions, polytechnic colleges, universities and R&D centres/ organizations.
  • Only Govt., Govt. aided institutions are eligible to apply for financial assistance to conduct NSD 2025 celebrations

In recognition of the contributions of the legendary Indian mathematician, Sri. Srinivasa Ramanujan, the Union Government of India in 2012 had decided to celebrate December 22, birthday of Srinivasa Ramanujan, as the National Mathematics Day every year. The basic objective of celebrating National Mathematics Day (NMD) is to spread the message of importance of mathematics for the development of humanity. Various initiatives are encouraged to enthuse, motivate and inculcate a positive attitude to learn mathematics among the younger generation of the country. Capacity building of teachers & students through training/ camps in Mathematics, development, production & dissemination of teaching learning materials (TLMs) for Mathematics and research in related areas will be a priority.

Features

National Mathematics Day is a great day for the Nation, remembering the extraordinary genius in the field of Mathematics. The celebrations will be primarily aimed at generating awareness on the importance of mathematics and inculcating interest among students to pursue a career in mathematics.
